Homelessness and cold weather

As Norfolk experiences a cold snap, people sleeping rough in Norwich can access emergency accommodation through the Severe Weather Emergency Protocol (SWEP).

This is activated by a temperature of zero degrees Celsius or lower forecast for at least three consecutive nights

SWEP is activated and coordinated by Norwich City Council

By working with partners across Norwich, an additional 13 -15 beds are provided per night. Temporary camp bed areas are set up within the communal spaces of existing supported housing projects to increase provision where needed.

Last night (February 22) six people were given a bed as part of the Severe Weather Emergency Procedure

During periods of severe weather partners also provide additional food – for example the Arc at Pottergate operated by the Salvation Army provided food last night.

Anyone who encounters people who are homeless and rough sleeping can notify Norwich City Council on roughsleepers@norwich.gov.uk.
